The Authority of the Cilegon City Regional Government in Handling the Problem of Marine Debris Pollution

Abstract
The sea is the source of life for every community because it has various potential natural resources. However, currently, marine pollution due to rubbish is disrupting the marine ecosystem. The Cilegon City Environmental Service has the duties, functions and authority to overcome the problem of marine debris which today has become a serious problem. Presidential Regulation Number 83 of 2018 concerning Prevention of Marine Debris is one solution in dealing with marine debris by overcoming the problem of marine debris with an Action Plan. Currently, the Cilegon City Government has not implemented Presidential Regulation Number 83 of 2018 concerning the Prevention of Marine Debris into the Cilegon City Regional Regulations and Cilegon Mayor Regulations. The absence of a legal basis makes it difficult for the Cilegon City Environmental Service to implement it because there is no legal umbrella to cover it. The identification of the problem from this research is how to implement the authority of the Cilegon City Regional Government in handling marine waste pollution problems based on Presidential Regulation Number 83 of 2018 concerning Handling Marine Waste and what are the obstacles for the Cilegon City Government in handling marine
waste pollution problems based on Presidential Regulation Number 83 of 2018 concerning Handling Marine Debris. This research uses Authority Theory and Ecoregional Principles. The method used in preparing this thesis is the Empirical Juridical method which uses field data compared with statutory regulations. The data sources used in this research are primary and secondary data sources which were analyzed qualitatively. The results of this thesis research are that the Cilegon City Government has not been effective in dealing with marine waste. The Cilegon City Government has not further regulated Presidential Regulation Number 83 of 2018 concerning Handling Marine Debris, which has resulted in the limited authority of the Regional Government, especially the Environmental Service, in handling cases of marine debris in the city of Cilegon. The Cilegon City Regional Government needs to form Cilegon City Regional Regulations and Cilegon Mayor Regulations with reference to the Action Plan contained in Appendix I of Presidential Regulation Number 83 of 2018 concerning Handling of Marine Waste.
