Community Perceptions Toward the Implementation of PAMSIMAS in Karanglo Hamlet, Sukoharjo Village

Abstract

Access to clean water is a fundamental necessity closely related to community health and welfare. The Community-Based Drinking Water and Sanitation Provision Program (PAMSIMAS) serves as one of the government's responses to this challenge, particularly in rural areas. This study aims to examine community perceptions and behavioral changes toward the implementation of PAMSIMAS, identify community participation in program management, and analyze program sustainability in Dusun Karanglo, Sukoharjo Village, Ngaglik District, Sleman Regency. A qualitative approach was employed using semi-structured interviews with four groups of informants: PAMSIMAS administrators, PAMSIMAS users, non-users, and community figures. Data were analyzed descriptively and interpretively, drawing on concepts of community perception, behavioral change, social participation, and environmental sustainability. The findings indicate that the PAMSIMAS program has successfully distributed clean water to 115 households using water sourced from the Kali Kuning River, with water quality confirmed to meet health standards through periodic laboratory testing. Community members demonstrated active participation through collective labor (gotong royong) and deliberative management processes. Positive behavioral changes were observed, including heightened environmental awareness and increased use of clean water in daily life, although a small segment of the population, particularly the elderly, continues to retain older habits. This study concludes that PAMSIMAS's success is underpinned by community solidarity and trust, yet requires infrastructure reinforcement, broader outreach, and the development of independent management to ensure long-term sustainability.
