Integration and Implementation of the Kanban Method in Digital Projects for Enhancing Time Efficiency A Case Study on the Procurement of AI-Based Forensic Device Communication in a Government Security Agency

Abstrak
Pendekatan manajemen proyek linear konvensional semakin tidak memadai dalam menghadapi kompleksitas pengadaan teknologi strategis berisiko tinggi di sektor publik, khususnya proyek yang mengintegrasikan infrastruktur fisik dengan Kecerdasan Buatan (AI). Penelitian ini mengevaluasi integrasi dan implementasi metode Kanban dalam meningkatkan efisiensi operasional pada proyek pengadaan Perangkat Komunikasi Forensik yang dilaksanakan pada sebuah instansi keamanan pemerintah. Dengan menggunakan desain studi kasus intrinsik dan pendekatan kualitatif deskriptif, penelitian ini melibatkan tim proyek sebanyak 21 orang, terdiri dari manajer proyek, insinyur, dan staf pengadaan. Data dikumpulkan melalui observasi partisipatif, analisis dokumen berupa catatan digital Kanban board dan dokumen pengadaan resmi, serta dokumentasi lapangan terstruktur di 33 lokasi pemasangan. Kerangka kerja Kanban dievaluasi terhadap baseline linear konvensional melalui analisis perbandingan timeline proyek. Hasil penelitian menunjukkan bahwa integrasi Kanban berhasil mengoptimalkan pelaksanaan aktivitas secara paralel, memangkas durasi proyek sebanyak 43 hari kalender dari baseline awal 92 hari menjadi 49 hari kalender, yang merepresentasikan peningkatan efisiensi sebesar 46%. Visualisasi digital juga memfasilitasi koordinasi yang efektif dalam pemasangan 22 unit CCTV berbasis AI yang baru, terintegrasi dengan 11 unit eksisting di 33 lokasi strategis. Temuan ini mengonfirmasi bahwa fleksibilitas alur kerja yang melekat pada metode Kanban secara efektif mengatasi hambatan administratif dan teknis yang bersifat sistemik dalam proyek pengadaan hibrida yang kompleks. Penelitian ini memberikan referensi strategis bagi organisasi pemerintah dalam mengharmonisasikan metodologi agile dengan regulasi sektor publik yang ketat.
